Smart city regional command and control centers

About the Project

Command and control centers with telecommunication equipment and remote HW infrastructure are designed to collect, transmit process and display information about events and threats.

Operators from law enforcement agencies and local government departments provide:

  • round-the-clock control of public security,
  • fire safety,
  • transportation of bulky/dangerous goods,
  • natural anomalies and disasters,
  • terrorist threats and events with signs of hybrid and direct military actions.

They manage and/or coordinate of the ongoing work of city/territorial units/services:

  • the police,
  • emergency services,
  • municipal and private security,
  • public organizations,
  • local economy (traffic management,
  • parking,
  • public transport,
  • street lighting,
  • elevators,
  • water supply/drainage, gas supply),
  • petrol stations,
  • energy,
  • education,
  • health care,
  • sports and entertainment,
  • health centers and other places of mass service and recreation of the population.

Situation rooms provide all these opportunities for work at the level of communities.

Objectives

All of the oblast (region) capital cities of Ukraine have command and control centres helping law enforcement departments and authorities to strengthen security and improve utilities. The suburbs as well as small communities usually do not have this kind of smart city infrastructure. The post-war Ukraine recovery programs shall help to cover this gap in communities.

The complexity and intercommunity character of many tasks cause several challenges and should become the subject of success story case studies and a methodology drafting for such smart region approach transformations on territories with different grades of destroyed infrastructure.

This project is about developing a concept and a set of necessary business and pre-project planning documents for an integrated regional command and control solution including upgrading the command and control centre of 1 Ukrainian oblast capital city and building of situational rooms in up to 10 of the suburbs of this city. The methodology recommendations summarized are to be valuable for community clusters in rural areas too.

Activities

  • Evaluating availability and functionality of command and control centres, as well as of inter-community cooperation practices between oblast capital cities and suburbs in at least 7 Ukrainian oblast capital cities andsuburbs.
  • Feasibility study of the project of a regional command and control centre in 1 oblast capital city and the suburbs.
  • Establishing a working group with local participants, developing and implementing a pilot project of the integrated solution of the command and control centre in oblast capital city and 1 suburb.
  • Drafting of a set of pre-project documents to expand the solution for other suburbs.
  • Preparing recommendations for similar projects of smart region infrastructure platforms building in other oblast capital cities, suburbs and rural areas community clusters.

Outcomes

  • Upgraded command and control centre in 1 oblast capital city with extended regional functionality for one suburb providing smart city services for authorities and citizens of the agglomeration as well pre-project documents necessary to expand on other suburbs and to finish the project with combined financing of grants, public and private investments.
  • Analysis report of smart city infrastructure and inter-community cooperation practices of at least 7 Ukrainian oblast capital cities and the suburbs as well as recommendations for investment attracting and project planning of smart cities infrastructure and of operations expanding within agglomerations and community clusters.
