Project of the National Program of Cluster Development until 2027

The project of the national cluster development program until 2027 is a framework program submitted for approval to the Ministry of Economy in order to establish a guiding document for all stakeholders of cluster development of Ukraine. The document argues for the need to accelerate cluster development, outlines the main principles and guidelines for development until 2027.

The document is structured in the following way: from an overview of the basic concepts and coverage of the foundations of the cluster economy in the European sense, to the analysis of the best European policies and practices, to the analysis and tasks of Ukrainian cluster development.

The road map focuses on seven important milestones, the passage of which should be implemented from the end of 2020 to 2024. The first three stages focus on the following:

  • Cluster mobilization of the community – the creation of a cluster committee (association), which is able to take responsibility for the cluster movement in Ukraine.
  • Institutionalization is real support from the state, and primarily from the Ministry of Economy and regional authorities.
  • Launching of the back2basic program – certification of clusters in accordance with the defined principles and quality criteria of clusters.

The proposal contains specific goals for the growth of clusters, as well as recommendations for three categories: the central government, executive authorities at the regional level, and heads of cluster organizations.

The document was prepared in a working group on the Industry 4 Ukraine platform with the participation of the Ukrainian Academy of Sciences.
