In a significant step towards enhancing bilateral cooperation, the Czech Republic and Ukraine have announced the establishment of a new Bilateral Committee focused on innovation and smart industries. This initiative stems from the growing partnership between the two nations, particularly in smart cities, industrial technologies, and cybersecurity.

Historical context and evolution of cooperation

The partnership was initiated in early 2022 when the Czech state agency, CzechInno began actively supporting Ukrainian companies through the Ukrainian Cluster Alliance. This collaboration has led to multiple business missions and participation in major forums such as MSV 2022 and 2023, and the Czech-Ukrainian Cybersecurity Forum. These engagements have underscored the mutual commitment to advancing technological cooperation.

Purpose and objectives of the Committee

The newly formed committee aims to synchronize efforts and enhance the efficiency of ongoing and future projects between the two countries. It will focus on smart manufacturing, sustainable city development, infrastructure, and energy sectors, aiming to identify growth points and synergies for 2024-27. A key milestone will be the development and presentation of a roadmap for cooperation in smart industries by the end of Q2, 2024.

Key provisions and expected outcomes

The committee is tasked with improving coordination and monitoring of numerous Smart or Tech projects. Key roles include:

— Enhancing bilateral relations by addressing challenges like non-systematic approaches and funding shortages.

— Synchronizing policymaking and expanding partnerships.

— Launching pilot projects to stimulate ecosystem participation.

The committee plans to hold quarterly meetings, with regular updates and coordination through monthly monitoring. This structured approach aims to ensure a proactive and predictive planning environment.

Committee composition and communication

Comprising representatives from governmental bodies, business support organizations, academia, and regional authorities from both countries, the committee will facilitate a broad spectrum of expertise and perspectives. Communication will be supported through a dedicated website, social media platforms, and a regular email newsletter.

Financial support and future directions

The committee will largely operate on a volunteer basis, with additional support for specific projects and live exchanges funded by government agencies and international donors. The Ukrainian Cluster Alliance will also contribute resources to support the committee’s activities.

This bilateral committee marks a pivotal development in Czech-Ukrainian relations, setting a strategic course for substantial and sustainable technological cooperation.
