From discussions to specific mechanisms of cooperation: the final report of the conference
We have prepared a final report on the results of the three-day conference ‘Clusters as Orchestrators of the European Dual-Purpose Ecosystem of Innovation and Defense’, which took place on September 2-4, 2026 and brought together Ukrainian and European participants around the development of cooperation in Defensetech and dual-use.
The main conclusion of three days: Ukraine and the EU already have technology, infrastructure and strong participants, but they lack a systemic connection.
In the report, we collected the key results of the discussions and determined Seven priority tracks of cooperation: Air defense/about and C-UAS, Critical Components, Unmanned and Autonomous Systems, Defense Manufacturing, Testing & Validation, Cyber & Resilience and Dual-Use Health.
In this document, the mechanisms are formed around which the next stage of work can be built: Cooperation Cards, Soft Landing Pipeline for Ukrainian SMEs, International Consortia, Testing & Amp; Prototyping Corridors, Industrialization Demonstrators and Clusters4Defense.
