The Ukrainian Cybersecurity Cluster (UCC) is launching an innovative project called CyberJab.ua, aimed at improving the cyber resilience of Ukraine’s energy infrastructure. The project involves the creation of a training portal in the Prikarpattyaoblenergo dispatch system using mixed reality and digital twin technologies. The project is being implemented as part of a pilot Czech-Ukrainian cooperation program supported by the Czech Republic.

Relevance and challenges

The rapid growth of renewable energy in Ukraine and its integration into distribution networks significantly increases the load on operational control systems (SCADA). At the same time, these interfaces are becoming new vulnerabilities for cyberattacks, which can lead to power outages and dangerous chain failures.

This is particularly relevant for the new realities of energy systems, where new distributed generation capacities are being installed in many regions. The regional electricity network operator Prikarpattyaoblenergo JSC needs new tools to improve observability, security, and operational response skills.

What the project entails

The CyberJab.ua project combines a physical SCADA–PV test bench, a set of realistic cyber scenarios, and a digital twin-based training portal, creating a unique platform in Ukraine for testing cyber vulnerabilities and training energy sector specialists.
Key tasks include:

• modeling and safe reproduction of potential cyberattacks on SCADA–PV interfaces;
• development and implementation of a digital twin of a substation with integrated AR/VR modules;
• increasing operators’ preparedness for incidents (expected improvement of 25% in detection speed and 20% in response to threats);
• creating a training portal for continuous professional development of personnel;
• forming data packages and methodological materials available to other regional power distribution companies and partners.

Expected impact

Реалізація проєкту зміцнить кіберстійкість українських розподільчих мереж, сприятиме безпечній інтеграції ВДЕ та підвищить рівень підготовки операторів у режимі реалістичних симуляцій. Проєкт посилює співпрацю України та Чехії в галузі критичної інфраструктури та відповідає стратегічним цілям енергетичної відбудови та євроінтеграції.

The CyberJab.ua project is implemented with the support of the Ministry of Foreign Affairs of the Czech Republic as part of the Czech Republic’s official assistance to Ukraine. The Ukrainian Cybersecurity Cluster is a new cluster established in 2024 with the support of the Ukrainian Cluster Alliance (UCA). This project is the result of cooperation between the UCA and numerous partners in the Czech Republic since 2022.
