Shaping Resilient Future presents the vision of the Ukrainian Cluster Alliance (UCA) on how clusters are driving Ukraine’s economic, technological, and institutional resilience. Built on three years of experience, this document outlines how more than 40 clusters have become a united ecosystem connecting business, science, and government – shaping a sustainable recovery model for Ukraine and Europe.

The publication introduces UCA’s 2025–2030 program and project portfolio – over 50 initiatives across 10 strategic areas, from defense and energy to agri-food, healthcare, and innovation ecosystems. It also unveils the Cluster Resilience DNA framework – a strategic model that translates Ukraine’s crisis-tested experience into practical lessons for resilience-building, collaboration, and foresight across Europe.
