Press release: Clusters4Regions – the Ministry of Economy, with the support of the UCORD project, will promote cluster development in 6 regions of Ukraine
On February 13, 2025, a press conference will be held at the Ukrinform news agency to present the Clusters4Regions initiative to strengthen the economy in 6 regions of Ukraine by implementing a national clustering policy at the regional level.
The Clusters4Regions initiative is being implemented at the request of the Ministry of Economy of Ukraine by the Swiss-Ukrainian project “Cohesion and Regional Development of Ukraine”, UCORD. Clusters4Regions will be implemented by the Ukrainian Cluster Alliance in the pilot regions of the UCORD project: Sumy, Vinnytsia, Khmelnytskyi, Ternopil, Volyn, and Odesa regions.
These regions’ regional development agencies (RDAs) will play an important role in implementing Clusters4Regions. This role will support the creation and development of regional cluster organizations. In addition, RDAs will ensure that clusters are appropriately linked to broader networks and that their activities are aligned with regional and national strategies.

For reference, the Swiss-Ukrainian project “Cohesion and Regional Development of Ukraine”, UCORD is implemented with the support of Switzerland through the Swiss Agency for Development and Cooperation by NIRAS Sweden AB. The project focuses on transforming the organizational structures of regional development agencies in Ukraine, as well as building their capacities to assert their role as leaders and facilitators of recovery, able to identify regional priorities and form partnerships to develop and implement projects that fully unlock the potential of the regions. UCORD currently supports six pilot regions of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Odesa, and Volyn regions as starting points for capacity-building and awareness-raising initiatives across the country.
The Ukrainian Cluster Alliance (UCA) is a multi-sectoral nationwide union of Ukrainian enterprises, business associations, clusters, and cluster organizations that seek to improve their competitiveness by implementing the principles of cluster cooperation, industrial, digital, and green automation innovations, and effective interaction with the state. The UCA is the leading and largest formal association of the cluster movement of economic clusters in Ukraine: currently, the Alliance includes 48 clusters and cluster-type associations.
