The goal is to improve mutual understanding and dialogue on how we can jointly build these programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The overall context today is shaped by three factors:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>There is a significant accumulated experience in creating clusters in Ukraine, though in most regions it has not been particularly successful.<br><\/li>\n\n\n\n<li>There is a large analytical base (on the state of clusters, international practices, etc.), as well as a sufficient number of cluster development practitioners and experts within UCA.<br><\/li>\n\n\n\n<li>At the same time, the level of understanding of the above among policymakers (at the levels of central, regional, and local authorities) remains rather low and contradictory.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A partial analysis of these communication gaps was presented in the UCA article <a href=\"https:\/\/www.clusters.org.ua\/en\/news\/ukrainian-clusters-as-a-new-reality\/\"><em>\u201cUkrainian Clusters \u2013 A New Reality.\u201d<\/em><\/a> It emphasizes that despite the rich and successful experience in Ukraine, most government bodies are poorly informed about these developments. Therefore, we need a live dialogue that will allow us to better understand various aspects of creating and implementing cluster support programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new UCA meeting format will feature fewer presentations but more live dialogue with key experts and cluster development practitioners, including clarifications on the most complex and specific issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through these meetings, UCA aims to address three important strategic objectives:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Create a platform for horizontal dialogue between cluster development experts and government representatives.<br><\/li>\n\n\n\n<li>Ensure transparent and constructive discussion of both challenges and best practices that are available for scaling.<br><\/li>\n\n\n\n<li>Raise the level of understanding of the cluster approach among central, regional, and local authorities.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Thematic focus of discussions until the end of October:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>September 2<\/strong> \u2013 The role of government bodies in creating a favorable environment for clusters<br><\/li>\n\n\n\n<li><strong>September 11<\/strong> \u2013 Why many cluster initiatives in Ukraine fail to grow<br><\/li>\n\n\n\n<li><strong>September 25<\/strong> \u2013 How to develop regional cluster programs and integrate them into regional strategies<br><\/li>\n\n\n\n<li><strong>October 9<\/strong> \u2013 European standards of cluster management<br><\/li>\n\n\n\n<li><strong>October 24<\/strong> \u2013 Key challenges of regions where clustering can be the best solution<br><\/li>\n\n\n\n<li><strong>November 6<\/strong> \u2013 The main roles of clusters in the era of transformation: best Ukrainian and European practices<br><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A detailed program for each online meeting is being prepared.
