{"id":30564,"date":"2025-01-28T15:25:43","date_gmt":"2025-01-28T13:25:43","guid":{"rendered":"https:\/\/www.clusters.org.ua\/?p=30564"},"modified":"2025-01-30T17:36:15","modified_gmt":"2025-01-30T15:36:15","slug":"clusters4defense-conference-report","status":"publish","type":"post","link":"https:\/\/www.clusters.org.ua\/en\/blog-about-clusters\/clusters4defense-conference-report\/","title":{"rendered":"Clusters4Defense \u2013 Conference Report"},"content":{"rendered":"<p>The #Clusters4Defense conference on January 23 proceeded as planned by the main organizer, the Ukrainian Cluster Alliance (UCA), with strong representation from Ukrainian and international clusters, as well as representatives of the European Commission, NATO, the Armed Forces of Ukraine (AFU), and ministries. UCA clusters once again demonstrated their potential, high level of expertise, readiness for collaboration, and ability to attract the right audience. This report provides more details about the event and outlines the next steps.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">General Context<\/h2>\n\n\n\n<p>The conference addressed the fragmented efforts of Ukrainian clusters in the defense sector and highlighted the need for consolidation and strategic collaboration. UCA clusters, including the rapidly growing Lviv Iron Cluster and others specializing in photonics, cybersecurity, UAVs, and automation, demonstrated their ability to provide innovative solutions and connect with global partners. UCA\u2019s established international networks in over 15 countries and ongoing exchanges with EU-based clusters in 2024 underscored its commitment to global collaboration.<\/p>\n\n\n\n<p>The initiative <strong><a href=\"https:\/\/www.clusters.org.ua\/en\/clusters4defense-initiative\/\">Clusters4Defense <\/a><\/strong>appeared in the summer 2024, and it aimed to set up collaboration of Ukrainian and Euro-Atlantic clusters and other organizations. However the lack of dialogue and supportive mechanisms delayed its launch.  <\/p>\n\n\n\n<p>So, the conference aimed to address these challenges by:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Unveiling and demonstrating the potential of clusters, both Ukrainian and international, particularly to representatives of Ukrainian ministries and agencies.<\/li>\n\n\n\n<li>Consolidating proposals from Ukrainian and international partners and elevating dialogue and collaboration among all stakeholders.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Key Themes and Messages of the Conference<\/h2>\n\n\n\n<p>In December, UCA launched three working groups (WG UCA) focusing on innovation, automation, and digitization of defense manufacturing and reskilling\/upskilling programs. These areas are central to the Clusters4Defense program. Each group developed positions on key challenges and proposals in their respective fields and presented them to international clusters on January 10. By January 23, Ukrainian clusters and international partners were sufficiently coordinated and prepared.<\/p>\n\n\n\n<p>The keynote speech delivered by Colonel Andrii Lebedenko, Deputy Commander-in-Chief of the Armed Forces of Ukraine (AFU), provided a comprehensive overview of the key needs and technological trends of the Russo-Ukrainian war. Many conference participants highlighted this address as a pivotal moment of the event. The conference achieved a high level of military representation, including officials from the AFU Innovation Activities Directorate, the <a href=\"https:\/\/www.facebook.com\/TSCAFU\/?locale=uk_UA\" target=\"_blank\" rel=\"noopener\">Technology Solutions Scaling Center<\/a>, and other military units. The ongoing collaboration between UCA clusters SMEs and the Armed Forces of Ukraine plays the important role in strengthening the country\u2019s defense capabilities and fostering innovation to address critical challenges.<\/p>\n\n\n\n<p>Martin Joesaar, Head of the EU Defense Innovations Office in Ukraine, presented the leading positions of the European Commission in this field. The EDF (<a href=\"https:\/\/defence-industry-space.ec.europa.eu\/eu-defence-industry\/european-defence-fund-edf-official-webpage-european-commission_en\" target=\"_blank\" rel=\"noopener\">European Defense Fund<\/a>) offers EU participants access to funds totaling \u20ac8 billion. The program will be open to Ukrainian participants in upcoming years, though companies with offices in the EU can already participate. Overall, establishing the office in 2024 and its activities are crucial for coordination and communication between the Ukrainian government and the European Commission in defense and security.<\/p>\n\n\n\n<p>Claudio Palestini, Head of NATO\u2019s <em>Science for Peace and Security<\/em> program, highlighted elements of the existing Roadmap available to Ukraine. These include joint R&amp;D projects, training, exchanges, and events involving 60 countries worldwide. Ukrainian organizations are already engaged in 50 (out of 181) activities. Particular attention was given to unifying technical standards around three interface categories (SAPIENT, Link16, and Asterix), interoperability, and developing new weaponry and military equipment types, including unmanned systems and electronic warfare solutions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"498\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1024x498.png\" alt=\"\" class=\"wp-image-30565\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1024x498.png 1024w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-300x146.png 300w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image.png 1551w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>5 cases presented by UCA clusters, along with individual presentations on automation and digitization of production, outline the key messages of UCA:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/www.iamcluster.kharkiv.ua\/\" target=\"_blank\" rel=\"noopener\">Ukrainian Industrial Cluster (UIC)<\/a>:<\/strong> Even in a small machinery-building cluster (currently 10 SMEs in UIC), manufacturers can produce up to 500 Unmanned Ground Vehicle (UGV) monthly. The UIC case illustrates the potential of cluster collaboration\u2014the first UGVs were a joint product of three cluster members without involvement in the defense sector before 2023. Currently, cluster enterprises produce up to 50 UGVs monthly. The main scaling limitations include insufficient State support addressing issues like workforce mobilization exemptions and procurement policies. Ivan Movchan, a UIC board member and CEO of the Ukrainian Weighing Company, stated that many manufacturers today find it more profitable to expand production abroad than in Ukraine.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.facebook.com\/rivnemed2021\" target=\"_blank\" rel=\"noopener\">Rivne Interregional Medical Cluster<\/a>:<\/strong> Cluster CEO Tetiana Vorontsova shared her 10 years of experience in tactical medicine training in Ukraine and the community&#8217;s impact on changes to TCCC guidelines. Major Dmytro Samofalov, head of the advanced surgical department at the Military Clinical Medical Center, supplemented Tetiana&#8217;s remarks with practical examples of tactical medicine cases from the front lines that align with NATO standards. UCA&#8217;s main proposals focus on establishing training centers and preparing instructors for tactical medicine in Ukraine.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/photonics.org.ua\/\" target=\"_blank\" rel=\"noopener\">Photonics Cluster<\/a>:<\/strong> Kyrylo Horokhovskyi, leader of UCA\u2019s photonics, optics, and laser technology community, presented companies such as Skiftech and L7, which produce simulators for Ukrainian Armed Forces training centers, as well as startups m-fly and LaserGuard, currently undergoing acceleration in the Brave1 program. These companies have shown promising results in training grounds and combat operations. Key industry challenges and plans to address them in partnership with international organizations and Ukrainian government agencies were outlined.<\/li>\n\n\n\n<li><strong><a href=\"http:\/\/www.aimcluster.org\/\" target=\"_blank\" rel=\"noopener\">Vinnytsia Cluster of Automation and Instrument Engineering:<\/a><\/strong> CEO Yurii Klymenko showcased the cluster&#8217;s latest developments in building an innovation ecosystem for dual-use technologies in Podillia. Significant changes have occurred in each main ecosystem sector (manufacturing, R&amp;D, government institutions, and the military) in recent years, each with unique challenges. For the defense industry, common issues include workforce shortages, outdated production facilities, low production culture, dependency on imported components, and uncertainty or instability in State orders. Clusters can play a vital role in addressing these issues, especially at the intersection of the State and innovation ecosystems. Clusters can help with ecosystem analysis &amp; accounting, workforce training, finding alternative funding sources, and creating joint R&amp;D projects in their region or sector. However, government structures must actively support cluster development to enable these solutions.<\/li>\n<\/ol>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" width=\"1024\" height=\"520\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1-1024x520.png\" alt=\"\" class=\"wp-image-30566\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1-1024x520.png 1024w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1-300x152.png 300w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-1.png 1338w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Oleksa Vozniak, a member of the Lviv City Council, presented the<a href=\"https:\/\/lvivtechcluster.com\/\" target=\"_blank\" rel=\"noopener\"> Lviv IRON Cluster<\/a>. As mentioned, this cluster demonstrates the highest growth dynamics within UCA and in Ukraine overall. Two key factors drive this success: effective management, a growth-focused strategy, and strong support from Lviv&#8217;s city authorities. The local government has prioritized the defense sector in its development strategy and views clusters as a tool for uniting, developing, and supporting SMEs. According to UCA, voucher programs for cluster support, a standard tool in the EU, are systematically and effectively applied in Lviv\u2014making it a unique case in Ukraine.<\/li>\n<\/ul>\n\n\n\n<p>Proposals from international partners included contributions from the European Defense Office, the European Association of Security and Defense, the Canadian Department of Defense Innovation Office, as well as photonics clusters from Germany and Poland.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <a href=\"https:\/\/asd.stamtech.dev\/\" target=\"_blank\" rel=\"noopener\">SPARC platform,<\/a> developed by the Aerospace and Defense Industries Association of Europe (ASD), was presented as a powerful tool for market collaboration. Andrea Barbagelata, ASD&#8217;s Counsellor of SMEs, showcased the platform&#8217;s functionality, which includes networking opportunities, access to financial resources, essential documents, specialized working groups, event navigation, and market opportunities by technological sectors. Ukrainian manufacturers and clusters are eligible to access the platform, and Andrea encouraged participants to join and benefit from its features.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" width=\"1024\" height=\"467\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-2-1024x467.png\" alt=\"\" class=\"wp-image-30569\" style=\"width:840px;height:auto\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-2-1024x467.png 1024w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-2-300x137.png 300w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-2.png 1148w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Philippe H\u00e9bert, Director General of R&amp;D Innovation at Defence Research and Development Canada, presented the<a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/programs\/defence-ideas.html\" target=\"_blank\" rel=\"noopener\"> IDEaS<\/a> program (Innovation for Defence Excellence and Security). This program offers Canadian innovators support through tools such as direct voucher funding, event participation, testbed access, and collaboration opportunities with foreign partners. The Canadian government is open to funding joint projects between Canadian and Ukrainian innovators. Some projects involving UCA cluster members have already passed initial reviews, with final decisions expected in February. Ukrainian innovators can participate in concept development for humanitarian demining, CUAS (counter-drone) competitions, and joint programs with NORAD, which fund TRL1-6 projects in UAVs, Unmanned Ground Vehicle, quantum technologies, and energy-efficient solutions.<\/li>\n\n\n\n<li>Mike Richardson, project manager of the <a href=\"https:\/\/optecbb.de\/en\/\" target=\"_blank\" rel=\"noopener\">OpTecBB<\/a> cluster, highlighted opportunities for cooperation in the defense and technology sectors. As a key ambassador for UCA with the highest number of visits to Ukraine, Mike facilitated the initial consolidation efforts that led to the creation of the Photonics Cluster and the unification of quantum technology communities in Kyiv and Lviv. He presented successful case studies of collaboration with Ukrainian innovation ecosystems, emphasizing the vast potential for further partnerships.<\/li>\n\n\n\n<li>Maciej J. Nowakowski, Director of Operations at <a href=\"https:\/\/pptf.pl\/en\/pptf-2\/\" target=\"_blank\" rel=\"noopener\">Polish Technological Platform on Photonics <\/a>provided a comprehensive overview of Poland\u2019s photonics ecosystem, which includes over 200 manufacturers. His proposals for cooperation with Ukraine were detailed and systematic, including:\n<ul class=\"wp-block-list\">\n<li>Access to testing, prototyping, metrology, and certification laboratories.<\/li>\n\n\n\n<li>Technology transfer support, including standardization, certification, and IP registration.<\/li>\n\n\n\n<li>Upskilling programs for engineers in miltech sectors.<\/li>\n\n\n\n<li>Training for Ukrainian product managers in <em>New Product Development (NPD)<\/em> and <em>Product Lifecycle Management (PLM)<\/em>.<\/li>\n\n\n\n<li>Exchange of best practices in training programs, production efficiency improvements, innovation implementation, and technology promotion.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Illia Kostin, from the Chief Directorate of Military Justice at the Ministry of Defense of Ukraine, emphasized the challenges and progress in intellectual property reform within the defense sector. <\/p>\n\n\n\n<p>Final presentations from IT-Enterprise and a panel discussion on automation and digitization highlighted key challenges and directions for development. IT-Enterprise already has numerous references in the defense sector, including implementing accounting systems, ERP, MES, and PDM-PLM systems. Such solutions, especially accounting of assets and automation of routine tasks are also in high demand at the military unit level. A case study from the &#8216;Come Back Alive&#8217; Foundation demonstrated the effectiveness of these tools in managing rapid growth. Meanwhile,&nbsp;APPAU, the National Association of Industrial Automation, proposed using sectoral roadmaps as a primary tool for accelerating digitization in the defense sector.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1016\" height=\"596\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/\u0417\u043d\u0456\u043c\u043e\u043a-\u0435\u043a\u0440\u0430\u043d\u0430-2025-01-28-\u043e-15.13.23.png\" alt=\"\" class=\"wp-image-30574\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/\u0417\u043d\u0456\u043c\u043e\u043a-\u0435\u043a\u0440\u0430\u043d\u0430-2025-01-28-\u043e-15.13.23.png 1016w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/\u0417\u043d\u0456\u043c\u043e\u043a-\u0435\u043a\u0440\u0430\u043d\u0430-2025-01-28-\u043e-15.13.23-300x176.png 300w\" sizes=\"(max-width: 1016px) 100vw, 1016px\" \/><\/figure>\n\n\n\n<p>In the presentation by UCA and <a href=\"https:\/\/appau.org.ua\/\" target=\"_blank\" rel=\"noopener\">APPAU<\/a> CEO Oleksandr Yurchak, specific proposals were made regarding developing a Digitalization Roadmap for the defense industry and quick-win projects that the UCA community recommends as priorities. These include the creation of AI Expertise Centers and End2End Engineering Centers at EDIH KyivHitech, the development of new educational programs and promotional campaigns, harmonizing technical standards, and more. Recently, APPAU implemented a similar <a href=\"https:\/\/appau.org.ua\/en\/roadmap-for-the-twin-transition\/\" target=\"_blank\" rel=\"noopener\">project in Ukraine&#8217;s textile industry<\/a> and is ready to scale this experience to the defense sector.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"555\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-4-1024x555.png\" alt=\"\" class=\"wp-image-30571\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-4-1024x555.png 1024w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-4-300x163.png 300w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/image-4.png 1254w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>The discussion on scaling up production was lively, though sometimes somewhat controversial. Participants did not reach a consensus regarding the role of technologies and digital solutions in scaling production and understanding demand. However, there was a broad agreement on implementing asset accounting systems as a first step toward digitalizing processes and technologies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Summary and Next Steps<\/strong><\/h2>\n\n\n\n<p>The Ukrainian Cluster Alliance (UCA) largely achieved its goals with this conference, demonstrating that Ukrainian clusters can effectively support SMEs, foster innovation, and scale production in the defense sector.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Potential for Scaling<\/strong>:\n<ul class=\"wp-block-list\">\n<li>If a small machinery-building cluster could produce 400-500 UGVs per month, what if there were 10 or 20 such clusters?<\/li>\n\n\n\n<li>If the Lviv IRON Cluster already produces thousands of drones monthly, what could be achieved across 3-5 key regions?<\/li>\n\n\n\n<li>If the Vinnytsia Cluster produces thousands of electronic assemblies with a tenfold growth potential, what would happen with more substantial support?<\/li>\n\n\n\n<li>If the NGO &#8220;Rivne-TacMed&#8221; trains 10,000 service members and 1,000 combat medics annually, how many specialists could be prepared if its methodologies were implemented in 5-10 new training centers, each forming its own ecosystem and cluster? What if additional courses like ATLS and ASSET, currently only available abroad, were introduced in Ukraine?<\/li>\n\n\n\n<li>If APPAU members successfully implement Industry 4.0 solutions in dozens of Ukrainian plants, how transformative would their collective capabilities be in defense production and for the Armed Forces, especially with systemic digitalization strategies?<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/IMG_4120-1024x683.jpg\" alt=\"\" class=\"wp-image-30573\" srcset=\"https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/IMG_4120-1024x683.jpg 1024w, https:\/\/www.clusters.org.ua\/wp-content\/uploads\/2025\/01\/IMG_4120-300x200.jpg 300w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Despite this potential, clusters need support to realize these opportunities. Ukraine currently lacks national programs that effectively support clusters as tools for SME growth, innovation, and digitalization, particularly in the defense sector. UCA has initiated a project with the Ministry of Economy to develop a cluster support concept and has seen some progress in regional programs. Still, the pace remains insufficient, given market challenges.<\/p>\n\n\n\n<p>Specific programs tailored to the defense industry need to be developed urgently. Similarly, joint lobbying at the EU level is required to create mechanisms for collaboration between European and Ukrainian clusters. Despite significant EU support for Ukraine, no such mechanisms exist for the defense sector, even as the war enters its third year.<\/p>\n\n\n\n<p>The conference on January 23 showcased the impressive capabilities of both Ukrainian and international clusters. However, this is only a small fraction of what these networks of SMEs, startups, developers, integrators, scientists, and universities can achieve. Proposals for the next steps and the development of cluster cooperation will be submitted to ministries and international partners in the coming weeks.<\/p>\n\n\n\n<p>UCA invites new Ukrainian clusters in the defense sector to join. The UCA Resource Center for Dual-Use Technologies remains ready to coordinate efforts to tackle shared challenges and goals.<\/p>\n\n\n\n<p>The UCA Executive Directorate thanks all partners, ministries, and Armed Forces of Ukraine representatives who participated in the conference. The development of the defense industry remains a priority for UCA in 2025.
