Clusters4Defense is an initiative that connects Ukrainian and Euro-Atlantic clusters, associations, and R&D networks to respond jointly to today’s security challenges. Cluster-based approaches focused on strengthening supply chains, ecosystems, collaboration, integration, and innovation are more relevant than ever.

Focus on pilot projects to strengthen the defense industry ecosystem
The full-scale war has become a powerful catalyst for Ukraine’s defense tech sector. Twelve clusters of the Ukrainian Cluster Alliance (representing over 200 innovative companies) have joined forces in the Dual-Use Technologies Resource Center. They work on developing drones, EW systems, robotics, AI applications, communication systems, cybersecurity, and more.
Yet these actors face major challenges: lack of funding, limited access to international markets, and underdeveloped innovation infrastructure in Ukraine.
